the Small Business Coimmittee of the City Council.
Bill Effectively supports the following program
This program requires participating companies to make good-faith efforts
to comply with New York City Traffic Rules and waive their right to
contest parking tickets. Each parking violation is designated as amenable,
partially amenable, or non-amenable based on the severity of the parking
infraction and state law. The type of violation determines whether the
ticket will be dismissed or reduced. In lieu of contesting their tickets,
participants in the program receive the following benefits automatically:

All amenable violations are dismissed.
Partially amenable violations are reduced by about 75% of the scheduled
fine.
Non-amenable violations are reduced by about 10% of the scheduled fine.


Purpose in passage:
This program provides a modern process for companies providing
expeditious delivery and service to have their parking tickets adjudicated
saving the City of New York considerable money in terms of Judges,
support staff and paper processing to collect virtually the same money
they would if each and every summons was heard by a Judge. It saves
the companies time and labor as well as broker and attorney fees in
defending tickets such as double parking which is both necessary and
legal for commercial vehicles under most circumstances.
